Taiwan NCC Radio Regulation changes

With the improvement in technology, wireless products range has increased, that includes wireless technologies like WiFi, Bluetooth, and various wireless electronic devices. The Taiwan National communications commission (NCC) demands approval and qualifying certification for radio-frequency equipment to ensure safe and steady operation of the devices. All products able to connect to the public switched communications network, and products emitting radio frequency require approval and registration before they can be sold in Taiwan. This requirement comes from the national body of communications in Taiwan (NCC).

There are few changes in the NCC certification, which are as below,

1. Any change to descriptions of accreditation certificate, except for the addition or removal of test category, certification type and certification item mentioned in the preceding paragraph, shall be reported to NCC for resistance within 15 days after the change; the original accreditation certificate shall be attached when reporting the change. The validity of the reissued accreditation certificate shall be the same as the original one.
2. Printing NCC logo is mandatary on both the product and the package. It is to be noted that earlier, it was printed only on the product
3. Products which has already passed NCC certifications are not affected or need no change. However, from September 6^th 2017, the changes in NCC comes applicable for new products

Taiwan ROHS becomes part of the BSMI certification

On July 1^st 2017, Taiwan authority BSMI has announced implementation of RoHS requirement as a mandatory conformity. Evaluation of RoHS requirements based on the standard Taiwanese standards CNS 15663 Section 5 has to be performed, in addition to the current safety and EMC requirements. The mark shows the presence and absence of RoHS restricted substances in the product. The detailed requirements of the RoHS evaluation process and results shall be documented and marked on the products and must be included in the package as well.

The new RoHS requirements are:

1. The certificate holders shall follow the content stipulated in Section 5 “Marking of presence” of CNS 15663 and clearly mark “the presence conditions of the restricted substances” on the body, packages, stickers, or the instruction books of the products.
2. For those who utilize website as a means to announce “the presence conditions of the restricted substances” of the products, shall also clearly mark the website address on the body, packages, stickers, or the instruction books of the products,
3. The identification number of the Commodity Inspection Mark consists of “The Letter (R or T)”, “Designated Code (5 digits)” and “the presence conditions of the restricted substance” (e.g., RoHS or RoHS (XX, XX)).
4. The identification number shall be placed to the below or right of the graphical symbol and “the presence conditions of the restricted substance” shall be indicated in the second row.
5. For the RPC scheme, some examples of the Commodity Inspection Mark follow below:
6. “RoHS” of the identification number indicates that “the content of restricted substance(s) other than exemption” of the products, does not exceed the reference percentage value.
7. “RoHS (XX, XX)” where the identification number indicates “the content of restricted substance(s) (element XX, element XX..) other than exemption” of the products, exceeds the reference percentage value of presence condition.
8. The restricted substances are Pb, Cd, Hg, Cr+6, PBB, PBDE
9. Examples:

-RoHS (Pb) indicates that the Pb percentage content in certain parts of the product exceeds the reference percentage value of presence condition.

-RoHS (Cd, Cr+6,PBB) indicates that the Cd, Cr+6, and PBB percentage content in certain parts of the products exceeds the reference percentage value.

BSMI has given guidance on how to comply with the new marking requirement for the certification schemes RPC and TABI but not for DoC. So it is unclear if DoC is still an option also for satisfying the new RoHS requirements.
